Job Summary

Reporting to the Commissioner, Public Works, the Director, Water and Wastewater Treatment provides strategic leadership for the planning, engineering, construction and operations of the Region’s Water and Wastewater Treatment program.

As a member of the Public Works Department Management Team, the Director is responsible for an annual budget of $60 Million and a 10-year capital budget of $500 Million.

The Director leads a team of over 160 professional, technical, operations, SCADA and maintenance staff who perform engineering, project management, operations, maintenance, and front line functions at the Region’s water and wastewater treatment facilities. The Director takes pride in building and nurturing diverse teams where employees can reach their full potential. The Director ensures that the services meet or exceed regional and provincial standards/guidelines with minimal disruption to the public, and in the most effective and efficient manner consistent with the Public Works Departmental Mission and Vision .

Duties & Responsibilities

  • Manage and deliver all Water and Wastewater Treatment initiatives planning, design, construction, treatment and maintenance while ensuring that the existing $2.4 Billion in water and wastewater treatment infrastructure is maintained in a state of good repair and replaced or upgraded as required.
  • Build, develop, coach and support a large and diverse workforce of over 160 staff that includes certified unionized operations and maintenance staff, highly skilled professional staff (design, construction, operational support, maintenance and SCADA), and administrative staff to ensure the sustainable, effective and safe utilization of its human, physical, and financial resources.
  • Collaborate with colleagues as a member of the Departmental Management Team to provide strategic direction to the department.
  • Maintain positive labour relations by proactively addressing and responding to staff issues and negotiating settlements when required.
  • Continue the implementation of the regional Asset Management program through the optimum balance between the capital program and the reliability-centred maintenance program.
  • Implement operational policies and programs that result in positive changes to the overall performance of the business with a focus on continuous improvement and
  • Provide professional expertise, advice, and recommendations on issues related to Water and Wastewater Treatment to support the Departmental Management Team, Commissioner of Public Works and Regional Council.
  • Develop and maintain positive working relationships through regular consultation with Regional Council, the CAO, the Commissioner of Public Works, other Regional departments, Local Municipalities, developers and consultants.
  • Ensure the Region complies with and operates within the legislative framework of existing Environmental, Employment Law, Ministry of Environment, Conservation and Parks Regulations, operator certifications, permit approvals, and labour relations, including the Safe Drinking Water Act, Ontario Water Resources Act, Environmental Protection Act, and Public Sector Accounting Board (PSAB) 3150, and Tangible Capital Assets Reporting.

Skills & Qualifications
Essential:

  • University degree in Engineering, or Environmental Sciences (or a combination of related experience and education in an applicable area).
  • Minimum of 8-10 years of progressive leadership experience within a municipal environment managing similar functions.
  • Ability to build, develop, coach and support a team of highly engaged staff and to work collaboratively across the department as well as the organization as a whole. Establishing a clear vision for the division and managing change will be critical to the success of the team.
  • A natural relationship building, a great communicator, and a results driven individual, the Director is an experienced and well rounded “hands on” leader with a focus on growing the team, driving operation performance and continuous improvement initiatives.
  • Through an innovative and continuous improvement mind-set, the candidate will leverage experience in municipal project planning and execution, water and wastewater supply and treatment, front line operations and maintenance, and research and development. An in-depth understanding of relevant standards/legislation is required.
  • Proven decision-making abilities combined with strong public engagement skills to build partnerships and collaborative relationships with people both inside and outside the organization and represent the Region on organizational and strategic issues. Excellent communications skills both verbal and written including a proven ability to develop and deliver strong and effective presentations to both staff and Regional Council.
  • A strong focus in customer service excellence and superior strategic and business planning knowledge and skills. Possess expertise in financial business management, capital project management, including large­-scale capital and operating budget development, monitoring and control business case driven-decision­ making experiences. Proven senior level negotiation and conflict resolution skills.  Political awareness  and a proven ability to work effectively and collaboratively with others including other levels of government.

Preferred:

  • Experience with formal asset management practices and climate change-driven initiatives would be considered an asset.

Working/ Employment Conditions

  • A current (obtained within the past six (6) months), original and acceptable Criminal Records Check.
  • For the most part, the working environment is a hybrid combination of virtual work and a typical office environment with the occasional trip to operational facilities or other municipalities. The incumbent must provide their own transportation.
  • This position will also have contact with residents, senior management, members of Regional Council, and both governmental and non-governmental organizations.
