Note:
There are 2 positions available:

  1. Manager, Social Services budget (permanent full-time, working 35 hours per week)
  2. Manager, Health budget (temporary assignment for 24 months, working 35 hours per week)

Purpose:
Reporting to the Director, Budgets & Tax Policy this position is responsible for annual budget preparation and management; ongoing monitoring and provision of financial support for the assigned portfolio.

Preferred Background:
The successful candidate will possess a degree in Business, Commerce, Accounting or Economics with a Chartered Professional Accountant (CPA) designation considered as a key advantage. A minimum of 5 years’ leadership experience is required. Excellent interpersonal skills are required, with demonstrated ability to lead, coach, influence, and motivate staff. Political acumen, consultation/advisory, communication, decision-making, and problem solving skills are also required. Knowledge of SAP management information system and experience in municipal finance is an asset. Proficiency with MS Office, with advanced Excel skills is required. An equivalent combination of education and experience will be considered.

Working Conditions:
The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained within the past six (6) months), original and acceptable Criminal Records Check, by the first day of employment. Flexibility in working hours will be required.

Duties:

  • Responsible for annual budget preparation, implementation, on-going monitoring and provision of financial support including analytical support, budget text and presentations
  • Oversee the preparation of financial reporting to external organizations, including the Federal and Provincial governments as it pertains to the assigned budget.
  • Prepare, maintain and develop processes to monitor budgets, and works with program managers to resolve in-year budget issues.
  • Manage and support projects and improvement initiatives ensuring quality, accuracy and timely deliverables in support of the assigned budget.
  • Provide robust financial analysis and advice to Directors and Senior Management for budget control through variance reporting and assists the assigned portfolio in managing and reporting their budget performance.
  • Invest in building strong relationships and partnerships with operating departments as business partners. Develops a deep understanding of Program operations and demonstrates responsiveness to operational management and senior management needs.
  • Provide advice to senior management on financial implications of funding announcements and related adjustments to programs.
  • Coach and mentor financial analysts and financial assistants who support the budget development and financial reporting for subsidized program areas.
  • Ensure sustainable operational process/procedures and documentation is maintained for the business unit.
  • Perform other duties as assigned.
