The Municipal Property Assessment Corporation (MPAC) is made up of a team of experts who understand local communities and assess every property in Ontario. Here’s what you will do as part of the team:

  • Provide technical expertise in the provision of advocacy services including advising management and staff on the application and interpretation of assessment legislation and Assessment Review Board Rules;
  • Provide supporting services to municipalities, municipal associations, property taxpayers and professional associations and other jurisdictions;
  • Establish collaborative and effective internal and external client and stakeholder relationships, liaising and consulting with stakeholders as required;
  • Assign and coordinate appeal workloads and provide one on one coaching to Analysts to improve research, analytical and writing skills;
  • Assume direct advocacy responsibility for individual case files by preparing appropriate related documentation, securing witness/evidence as required and negotiating settlements;
  • Compile, monitor and analyze reports related to quality and customer service standards and prepare summaries of court decisions, identifying trends and analyzing impact on processes and policies;
  • Monitor and analyze court/ARB decisions and identifying decisions for potential Assessment Review Board Review Requests or Judicial Review;
  • Participate in MPAC and stakeholder committees and ad hoc projects involving assessment related policies and legislative issues/changes;
  • Develop and implement training plans for staff and deliver corporate training programs related to the appeals process;
  • Lead and mentor your team while fostering a creative, collaborative and empowered environment and promoting a customer-oriented service delivery approach; and
  • Provide input to annual Branch operational goals, identify unit operating budget requirements, and identify and develop plans to mitigate variances against budget.

Here’s what you will need to succeed:

  • At least five years progressively responsible experience with corporate policies, procedures, legislation and precedent setting court and tribunal decisions;
  • Successful completion of post-secondary education in a related field;
  • Paralegal License with membership in good standing with the Law Society of Ontario;
  • Sound knowledge of the Assessment Act and Municipal Act, 2001, Assessment Review Board Rules of Practice, the Law Society Act, Paralegal Rules of Conduct, and relevant Law Society of Ontario by-laws;
  • Strong leadership skills for coaching, mentoring and training staff;
  • Excellent communication, negotiation and interpersonal skills and strong prioritization skills to ensure legislated deadlines are adhered to;
  • Possess excellent presentation skills;
  • Advanced knowledge of the appeals process within the Province of Ontario and the administrative practices of the Assessment Review Board; and
  • Travel may be required to manage staff located in various offices across the province.
