Our Department of Human Resources and Citizen Service is pursuing a vibrant, client-focused service and support for a workforce that is inspired by meaningful work, a workforce that is engaged in their work, and deft in the ability to adapt to our ever-changing environment.

Working with us is an exciting opportunity to help build the HR Organization Development team, anticipate and prepare for the future, get the organization ready, and ensure strategic and cultural alignment.

As a Senior Organization Development Consultant, you’ll collaborate with team members to design, develop and deliver Organization Development interventions, leadership and professional development solutions.

You’ll work with Senior Leaders to implement change, consulting on organization development initiatives, including strategic and operational change management, team effectiveness, leadership and professional development. You’ll act in partnership with Human Resources and other professionals to develop joint plans and proposals. You’ll be a highly influential contributor and, as such, engage in identifying and building the internal capability of our workforce at all levels to ensure successful execution of our key initiatives, using processes and tools in the following primary content areas:

  • Strategy Development
  • High-Performance Culture and Employee Experience
  • Organization Design
  • Change Leadership/Management
  • Individual/Team/Organization Development
  • Coaching leaders toward desired outcomes and their professional development
  • Collaborating with colleagues/supporting departments and functions, e.g. Information Technology, Occupational Health and Safety, and serving as an Organization Development subject matter expert when needed.

As a Senior Organization Development Consultant, you’ll apply your skills and talents to: 

  • Build strong relationships using your collaborative style and excellent facilitation skills.
  • Be customer-centric, understand client needs and articulate how you can help fulfill those needs. 
  • Anticipate challenges, acting pragmatically and with flexibility.
  • Act with integrity, respect and speed in a complex, non-routine environment.
  • Be curious about, seek to understand, and convey the “why” of the Region of Waterloo mission and values.
  • Demonstrate strong diagnostic and consulting capability, utilizing systems thinking and action research methodology.
  • Lead and manage Organization Development projects and programs – from initial contracting through post-intervention evaluation.
  • Partner independently with senior leaders and their teams to improve their overall effectiveness, e.g. facilitation of values clarification and workplace restoration/revitalization.
  • Transform our culture toward what’s needed versus how we’ve always done it, e.g. facilitate effective culture shift models to work through the steps that help the Region of Waterloo get the results they desire.
  • Demonstrate excellent communication and stakeholder management capabilities, e.g. engage and facilitate community/stakeholder focus groups related to community needs.
  • Build leaderful teams and treat team results equal to your own results.
  • Facilitate team building and development – via workshops and meetings that help teams improve trust, practise healthy conflict, and develop more open and honest communication practices.
  • Utilize project management capabilities and tools to ensure efforts remain within scope, time and budget throughout the project lifecycle, e.g. change initiatives within team/across team collaborations and organization-wide projects such as workforce recognition programs.
  • Develop key metrics, scorecards and reporting mechanisms, and utilize data analysis to guide decision-making, e.g. Employee Engagement programs.

Bring Your Experience to the Region of Waterloo

You have been an influential Organization Development Consultant and are seeking an opportunity to make a positive difference with us. To help us create a purpose-driven organization, you’ll have a minimum of five (5) to seven (7) years of direct experience with the above, as well as:

  • A university or college degree/diploma in Organization Development, Business or Human Resources Management or a related field, or a combination of education, training and experience deemed equivalent.
  • A Master’s degree in Organization Development is highly desired.
  • Certification in individual, team and organizational assessments, including, but not limited to, DiSC, EQ-360, Myers Briggs, etc.
  • Industry knowledge in the areas of Change Management, Organization Development and Learning and Development, to identify complex organizational and client issues and provide appropriate solutions.
  • Advanced facilitation skills, experience in group dynamics and effective conflict resolution skills.
  • Ability to work both independently and collaboratively in a virtual team environment.
  • Experience working in a virtual team and facilitating virtual team meetings.
