Primary Duties
The Project Manager is responsible for leading end-to-end project management across all project phases (initiation to closeout), ensuring compliance with governance, safety, quality, budget, and schedule targets within a multi-utility model. This role requires effective collaboration with internal stakeholders, as well as coordination with external vendors, consultants, and municipal partners, to ensure projects are delivered on schedule, within approved budgets.
Acting as a change agent, project manager applies strong technical expertise, strategic planning capabilities, and advanced stakeholder management skills to drive project success in a dynamic utility environment. The role ensures all projects are executed safely, efficiently, and in alignment with corporate objectives, providing clear communication, thorough documentation, and comprehensive reporting throughout each project lifecycle.
Major Responsibilities:
- Provide leadership and governance throughout the project’s lifecycle from initiation to project close.
- Build and lead project teams, fostering positive dynamics and motivation through clear expectations, milestone-driven meetings and a supportive environment aligned with corporate goals.
- Align strategic objectives, regulatory requirements and business requirements to deliver projects that streamline operational processes, create efficiencies and mitigate risk to the organization.
- Monitor and manage business case, project charters, project scope, WBS, estimates, schedule, risks, project management plans, project control and ensure effective budget tracking and resource allocation.
- Document project activities using project management tools and methodologies.
- Recommend staffing, tools/equipment and vendor selections and manage procurement process and construction activities, including specifications, bid & tender packages and regulatory approvals.
- Deliver timely and accurate communications to stakeholders, project team members and relevant parties, escalating issues as needed in alignment with established RACI responsibilities.
- Manage third-party relationships, overseeing contracts, mitigating organizational risks and ensuring performance meets ethical and corporate responsibility standards.
- Work with project teams to define key performance indicators and metrics to measure the project’s value and impact on organizational goals.
- Oversee multiple projects, effectively prioritizing and organizing competing demands.
- Assess project outcomes, assign post-project responsibilities and communicate lessons learned and opportunities for improvement.
- Ensure that the health and safety of employees, third parties and the community is paramount in all activities.
Education, Certification and Other Qualifications Required
Knowledge and Abilities:
- Advanced communication, presentation and interpersonal skills
- Advanced project management skills with demonstrated experience using project management software
- Advanced ability to coordinate, organize and integrate complex and diverse inputs into projects
- Advanced ability to develop, monitor and report on budgets
- Advanced ability to influence and build consensus across all levels of stakeholders
- Advanced organizational skills with the ability to manage multiple concurrent projects
- Ability to think and plan strategically and translate strategy into action
- Advanced problem-solving, conflict resolution and negotiation skills
- Advanced knowledge of energy sector, technology principles, utility standards and best practices
- Knowledge of project management methodologies including Waterfall, Agile (Scrum, Kanban), etc.
- Intermediate knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization, and operational requirements
Skills and Qualifications:
- Post-secondary education in engineering, information technology, business or a related discipline.
- 5+ years of project management experience leading multiple projects involving diverse stakeholders, ideally in utilities or infrastructure projects.
- Professional certification in project management such as PMP or PRINCE2.
- Demonstrated project management experience across the full lifecycle, including scope development, cost estimating, RFPs, execution, and closeout of complex capital projects.
- Proven ability to successfully plan, budget, schedule and successfully execute corporate level projects.
- Supervisory experience will be considered an asset.
- Valid Class G drivers’ license.
