Job Profile
The Chief Project Officer (CPO) is accountable for the end-to-end delivery of the North End Water Pollution Control Centre (NEWPCC) Upgrade Program, one of the largest and most complex infrastructure programs in Canada, with a total value exceeding $3 billion.
The CPO provides executive leadership, direction, and control over all phases of the program, including planning, design, procurement, construction, commissioning, and transition to operations. The role is responsible for ensuring that the program is delivered:
- On schedule
- Within approved budget
- In accordance with approved scope
- In compliance with all regulatory and environmental requirements
The CPO leads a multidisciplinary delivery team and is fully accountable for execution outcomes, including contractor performance, integration across program components, and achievement of operational readiness.
The CPO operates as the single point of accountability for delivery, coordinating internal teams, external advisors, contractors, regulators, and funding partners.
As the Chief Project Officer-NEWPCC Redevelopment, you will:
- Provide executive leadership and direct accountability for delivery of the NEWPCC Upgrade Program.
- Establish and maintain full control of program schedule and delivery performance.
- Maintain full accountability for financial performance of the program.
- Lead procurement strategy and manage all major contractual relationships.
- Maintain active control over program risks and issue resolution.
- Ensure full compliance with all regulatory and environmental requirements.
- Lead all delivery-related stakeholders and government engagement.
- Lead and manage a high-performing delivery team.
Your education and qualifications include:
- Degree in Engineering, Construction Management, or related discipline. Professional designation (P.Eng., PMP, or equivalent) is preferred.
- Minimum 10–15 years of progressive leadership in major capital project delivery.
- Proven experience delivering large-scale infrastructure programs ($500M+)
- Experience in:
- Design-build or progressive design-build delivery models
- Complex procurement and contract negotiation
- Construction execution and commissioning
- Experience in wastewater or complex environmental infrastructure is an asset.
- Ability to exercise sound judgment and make decisions in complex, high-risk environments with significant financial, environmental, and public impacts.
- Deep understanding of project delivery methodologies, construction execution, and contract and commercial management.
- Strong leadership in multidisciplinary team environments.
- Strong leadership in high-risk, complexity projects.
- Ability to make decisions under uncertainty.
- Ability to manage competing priorities.
- Ability to deliver results under pressure.
