About the Role
Are you a strategic, transformational finance leader who thrives in a complex municipal environment and is passionate about service excellence? Rocky View County is seeking an experienced professional to join the Financial and Business Services Division as Manager, Finance Services.
Reporting to the Executive Director, Financial and Business Services, the Manager, Finance Services provides leadership, oversight, coordination, and direction to ensure high-quality financial services are delivered to internal and external stakeholders in a timely, accurate, effective, and efficient manner. This role also contributes to the development and implementation of both short- and long-term departmental strategies that support organizational priorities.
As a key leader within the division, you will lead, develop, and coach a finance team responsible for budget development, financial reporting, forecasting, internal processes and controls, year-end audit preparation and coordination, payroll, and procurement. You will play a critical role in strengthening financial stewardship, supporting sound decision-making, and fostering continuous improvement across the organization.

Your Impact
As Manager, Finance Services, you will leverage your leadership and financial expertise to:
- Lead Financial Services: Provide leadership to the County’s financial services functions and teams, ensuring high-quality service delivery including financial operations, planning, analysis, and reporting.
- Advance Financial Health: Lead long-term financial planning, support and improve internal controls, and help ensure fiscal responsibility, efficiency, and restraint across the organization.
- Strengthen Budgeting and Reporting: Coordinate and support annual operating and capital budget preparation, monitor variances, and present regular financial updates to leadership and various internal stakeholders.
- Support Strategic Decision-Making: Prepare, review and provide advanced financial analysis, trend identification, forecasting, and strategic insights to support informed municipal decision-making.
- Promote Operational Excellence: Improve processes, financial systems, and reporting tools while maintaining strong internal controls, confidentiality, and compliance with legislative and policy requirements.

Qualifications
- Bachelor’s degree in finance, accounting, commerce, or a related field.
- Chartered Professional Accountant (CPA) designation is required.
- Minimum 7 to 10 years of progressively responsible experience in financial services, budgeting, and financial reporting.
- Municipal government and Public Sector Accounting Standards (PSAS) experience is preferred; experience in another private sector organization will also be considered.
- Minimum 3 to 5 years of progressive leadership experience, including supervision, coaching, and team development.
- Strong knowledge of budgeting, forecasting, financial analysis, internal controls, and year-end audit processes in a municipal or public sector organization.
- Strong written and verbal communication skills, including the ability to prepare reports and present information clearly to senior leadership and Council.
- Proficiency in financial and budgeting systems including Microsoft Dynamics GP (Diamond) and Questica as well as a strong working knowledge of Microsoft Office Suite.
