Primary Duties
The Database Administrator (DBA) is responsible for the reliability, performance, security and availability of Utilities Kingston’s database platforms and system integrations. The DBA manages databases, integration and reporting environments and optimizes performance to support critical business and operational systems and enables application and system development through sound data management practices and automation.
Major Responsibilities:
- Administer Oracle, Microsoft SQL Server, Azure Cloud Databases and other relational database platforms, ensuring high availability, reliability and performance of business-critical systems through proactive monitoring, maintenance and adherence to change management standards.
- Analyze system performance and workloads to identify and resolve bottlenecks, applying tuning strategies to queries, indexes, database structures and high-volume transactional processes in collaboration with infrastructure and application teams.
- Support application development and business operations by designing and maintaining database objects, schemas and automated data processes, while ensuring database changes are properly tested and documented through deployment.
- Safeguard data integrity and security by implementing access controls, encryption, and auditing practices that meet cybersecurity, regulatory and municipal compliance requirements.
- Maintain accurate documentation of data governance standards and operational procedures to support consistency and compliance across database environments.
- Provide technical support for database dependent systems, participating in incident response, root cause analysis and continuous improvement initiatives to enhance database architecture and automation.
- Support the Information Systems analysts with data reporting, system integrations, and solution development in support of strategic departmental objectives.
- Contribute to IT projects, system upgrades and modernization initiatives that align with organizational priorities and long-term technology planning.
Education, Certification and Other Qualifications Required
Skills & Abilities:
- Advanced skills in database performance optimization & query tuning
- Advanced skills in scripting, automation and batch processing (e.g. SQL, Powershell, scheduling tools) to support automated workflows and system integrations
- Advanced skills in backup, recovery and high availability implementation to ensure business continuity
- Intermediate skills in systems integration and application support to maintain reliable interfaces between business applications
- Advanced analytical thinking and problem-solving skills
- Intermediate documentation and technical writing skills
- Intermediate communication and collaboration skills to align technical teams and stakeholders on project impacts
Knowledge:
- Advanced knowledge of database management systems (Oracle, MS SQL Server, Azure Cloud relational databases) to ensure high availability and performance
- Intermediate knowledge of the Microsoft 365 ecosystem, including Power Apps, Power Automate, Power BI, etc.
- Intermediate knowledge of data security, access control and compliance standards
- Intermediate knowledge of change management and IT service management practices
- Basic knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization, and operational requirements
Experience:
- Post secondary diploma in Computer Science/Engineering or a related technical field
- 3-5 years’ experience working in a Database Administrator role

- Maintain a valid Class “G” driver’s license throughout employment
